What does “Service by Publication” mean?

Nevada law states that when the party you are trying to serve to after diligent effort, cannot be found, you must serve by publication. A publication must be published in a newspaper in the state of Nevada, for at least once a week, for four weeks. The judge may also request the publication be put in a newspaper outside the state of Nevada if the court feels more time is necessary.
